Shakir will join DJ Moore, Keon Coleman (foot/toe), Joshua Palmer and Skyler Bell (lower body) on the sidelines for Saturday's exhibition contest. Shakir is currently working through an unspecified injury, and while it doesn't appear to be a severe issue, it could prevent him from playing in the Bills' preseason finale against the Steelers on Thursday.

Bell has been limited in practice due to a lower-body injury he sustained in practice before last week's preseason opener against the Panthers. The Bills made it clear the injury was very surmountable, but the team is being careful with the rookie fourth-rounder until the regular season commences.

Allen played in the preseason opener against the Panthers on Saturday, Aug. 15, when he completed six of eight passes for 111 yards and a touchdown in a 29-14 win. However, it looks like the superstar quarterback and other key skill position players will be sidelined against Cleveland. It's unclear whether Allen will also be held out of the Bills' preseason finale against the Steelers this upcoming Thursday.

Ray Davis

Davis got the start at running back due to James Cook resting. Davis, a 2024 fourth-round pick, capped Buffalo's opening drive with a one-yard touchdown run and stayed in for the team's second possession. Cook will continue to lead Buffalo's backfield in the regular season as long as he's healthy, but Davis would be a must-roster fantasy option running behind Buffalo's elite offensive line if Cook gets hurt.
