During the 2025 regular season, Cook logged 309 carries (third in the NFL) for a league-high 1,621 rushing yards in 17 contests, a heavy workload that didn't leave much volume for either Davis (58 carries) or Ty Johnson (50 carries). With Cook entrenched as the Bills' lead back, Davis brings modest fantasy utility into 2026, but he remains a valuable backup who excels as a kicker returner. If Cook were to miss time, Davis -- who racked up 151 rushing yards on 21 carries during a spot start in Week 18 last season -- would likely step in as the starter, with Johnson also in the mix.
DJ Moore
WR
Moore was acquired by the Bills from Chicago in March for a second-round pick, and the 29-year-old veteran steps into a new wide receiver room alongside Khalil Shakir to provide Allen a true proven No. 1 receiver for the first time since Stefon Diggs' departure back in 2024. Catching passes from one of the NFL's premier quarterbacks will aid Moore as he looks to bounce back from a down 2025 season with the Bears, in which he totaled a career-worst 50-682-6 receiving line despite suiting up for all 17 regular-season games. Moore faces less competition for targets in Buffalo, as behind Shakir and tight end Dalton Kincaid, the likes of Joshua Palmer, Keon Coleman and Skyler Bell fill out the team's receiver corps. If Moore can demonstrate that he hasn't lost a step at age 29, he'll be in position to bounce back in 2026 even if his best days are behind him.
Khalil Shakir
WR
Shakir is coming off a 2025 regular season in which he put together a 72-719-4 receiving line on a team-high 95 targets, marking the second year in a row he paced the Bills in that category. While Moore now projects as QB Josh Allen's top WR target, Shakir should still see enough volume out of the slot in 2026 to maintain a degree of fantasy PPR utility. Meanwhile, as Joe Buscaglia of The Athletic has previously noted, the other starting spot in 11 personnel (three receivers) is up for grabs as training camp approaches, with Joshua Palmer, Keon Coleman, Bell and Tyrell Shavers (knee) set to compete for slotting behind Moore and Shakir.
Ian Wheeler

Wheeler signed with the Bears as an undrafted free agent in 2024 before suffering a knee injury that killed all momentum in his rookie season. The running back joined the Saints' practice squad in 2025 before departing the league for the UFL. Wheeler was named United Bowl MVP and rushed for 541 yards over 85 carries in 11 games during the 2026 UFL season. The 24-year-old will compete for a depth spot with the Bills behind 2025 rushing-title winner James Cook.
Keon Coleman

Coleman received mentorship from former Bills wide receiver Stevie Johnson during the offseason, trying to add intangibles to the 2024 second-round pick's impressive frame (6-foot-3, 213 pounds). New head coach Joe Brady praised Coleman during Buffalo's mandatory minicamp in June. "It's the consistency and the routine and everything he's doing, but handling everything like a pro," Brady said of Coleman. "He's positioned himself in a great place and just got to continue to build on that." Coleman is jostling for depth-chart positioning in a Bills wide receiver room that also includes DJ Moore, Khalil Shakir, Joshua Palmer and Skyler Bell.
